EXHIBIT "A'~ <br />FINDINGS AND RECOMMENDATIONS <br />PAVING, SANITARY AND STORM SEWERS AND BRIDGE LOCATED IN SAND <br />AVENUE FROM COUNTRY CLUB ROAD TO POOL STREET AND IN SAND <br />AVENUE-AND TRAP LANE WITHIN THE COUNTRY CLUB WEST SUBDIVISION: <br />.ALSO SANITARY SEWERS ALONG THE NORTH BOUNDARY OF COUNTRY CLUB <br />WEST SUBDIVISION FROM POOL STREET TO 548 FEET EAST <br />(JOB #2321) (CONTRACT #87-17) <br />Background <br />This project was initiated by a petition from Country Club West <br />Assoca~ates requesting the necessary public improvements to serve <br />the 29 lot Country Club West Subdivision. In addition two pro- <br />perty owners along the north boundary of this subdivision sub- <br />mitted a petition requesting that sanitary sewers be extended to <br />the~.r properties. <br />Based on the petition, the City Engineer initiated the project, <br />as provided for in Eugene Code 7.160(8), on July 2, 1987. <br />Property owners were notified of the pending award hearing and <br />the project was advertised on July 10, 1987 and bids were opened <br />July 22, 1987. The low bid was submitted by Eugene Sand and <br />Gravel, Inc., for an amount of $196,090.65. <br />The project was awarded on August 3, 1987 and property owners <br />were notified of an assessment hearing 10 days prior to the <br />hearing, <br />Pr,~ect <br />The project includes 28-foot paving, sanitary and storm sewers, <br />brick crossings, sidewalks, and bridge. <br />Assessment <br />Under City of Eugene assessment policy, most of the costs are <br />assessed to the abutting property owners. The costs to be <br />assessed are shown below: <br />28-foot paving $ 51,10/front foot <br />Sanitary sewer-lateral $ 0.141/square foot <br />Sanitary sewer -service $352.90/each <br />Sanitary sewer-trunk levy $ 0.025/square foot <br />Storm sewer $ 0.090/square foot <br />The costs listed below are. the Engineer's estimate and prelimi- <br />nary costs quoted to property owners at the initiation hearing <br />following bid opening. <br />FINDINGS & RECOMMENDATIONS - 1 <br />
