ORDINANCE NO. /~~~~~- <br />AN ORDINANCE CONCERNING THE SIGN CODE; AMENDING <br />SECTIONS 8.615, 5.620, 8.625, 8.630, 8,635, 8.640, <br />8.645, 5.654, 8.655, 8.656, 8.670, 5.690, 8.695, <br />8.700, 8.710, 8.720, 8.725, 8.765 AND 8.795 OF THE <br />EUGENE CODE, 1971; REPEALING SECTIONS 5.660, 8.665, <br />8.671, 8.672, 8.705, 8.755, AND 8.790 OF THAT CDDE; <br />AND DECLARING AN EMERGENCY. <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS; <br />Section 1. Sections 8.660, 8.665, 5.671, 8.672, 8.705, 8.785, and 5.190 <br />of the Eugene Code, 1971, are repealed, and Sections 8.515, 8.620, 8.625, <br />8.630, 8.635, 8.640, 8.645, 5.654, 8.656, 8.670, 8.690, 8.695, 8.700, 5.710, <br />8.720, 8.725, 5.765, AND 8.795 of that Code are amended, to read and provide: <br />5.610 Title. Sections 8.615 to 8.855 shall be known as the city sign <br />code. <br />8.615 Pur ose and Sco e. The purpose of this code is t0 protect the <br />health, safety, property and welfare of the public by establishing <br />standards for the design, quality of materials, construction, locatian, elec- <br />tr~f~cat~on, ~llum~nat~on and maintenance of all signs and sign structures <br />not located within a building. The council, after due deliberation, and <br />after a public hearing, hereby finds and declares: <br />~a} That the people of the city have a primary interest in <br />controlling the construction, locatian and maintenance of outdoor <br />signs in a manner designed to protect the public health, safety and <br />morals and to promote the public welfare. <br />fib} That the development of the city has resulted in an in- <br />crease in the number of businesses in the city, with an increase <br />in the number and size of signs advertising business activities, <br />creating conflicts between advertising signs themselves and between <br />advertising signs and traffic regulating devices. <br />~c} That it is necessary to provide equity and equality in <br />d~splay~ng signs by establishing regulations on size and location <br />of such signs. <br />~d} That it is necessary to the public safety that official <br />traffic regulating devices be easily visible and free from nearby <br />visual obstructions such as blinking signs, an excessive number of <br />signs, or signs in any way resembling official signs. <br />fie} That the construction, erection, and maintenance of large <br />outdoor signs, suspended from or placed on top of buildings, walls <br />or other structures constitutes a direct danger to pedestrian <br />traffic below such signs, especially during periods when winds of <br />Ordinance - 1 <br />
