ORDINANCE No: X9565 <br />AN ORDINANCE CONCERNING A NUCLEAR FREE ZONE, <br />AND REPEALING THE NUCLEAR FREE EUGENE ACT AND <br />ORDINANCE N0. I9449. <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section I. Pur ose and Findin s. The purpose of this Act is to estab- <br />lish Eugene as a Nuclear Free Zone in which wank on nuclear wea ons is ro- <br />p p <br />hibited. The people of Eugene find that the presence of nuclear wea ons <br />P <br />facilities within Eugene is in direct conflict with the maintenance of the <br />City's publ i c health, safety, morals, economic wel 1-bei n , and enera1 <br />g 9 <br />welfare. <br />Section 2. Definitions. As used herein: <br />~a} "Component" means any device that is specially manufactured <br />to be installed in a nuclear weapon. <br />fib} "Direct activities of the federal government" means actions <br />of the federal government or any agency thereof, but excludes actions <br />of independent contractors. <br />~c} "Nuclear weapon" means any bomb or warhead, the ur ose of <br />p p <br />which is use as a weapon, weapon prototype, or a wea on test device <br />p , <br />the intended detonation of which results from the ever y released b <br />g y <br />fission or fusion reactions involving atomic nuclei. <br />~d} "Person" means a natural person, a corporation, institution <br />or other entity, but does not include a gavernment or any political <br />subdivision or agency thereof. <br />Section 3.
