If additional standards are <br /> included, the costs would increase substantially) <br /> <br />Implementation: Prepare administrative rules, conduct public outreach, compile data for property <br /> owners and tenants, prepare budget, develop positions, hire and train staff. <br /> Timeline: 12 months Staffing: 1 FTE <br /> Cost: $240,000 <br /> <br />An alternative, if the council directs staff to implement a code sooner than 12 months, would be a phased <br />implementation of a housing code. Phase 1 could include multi-family units only, as they are easier to <br />identify, which could allow a program to be implemented as early as January 2005.
