FINDINGS AND RECOMMENDATIONS <br />SUBJECT: PAVING, SANITARY AND STDRM SEWERS TO SERVE <br />LAKERIDGE LOCATED ON ELKHORN DRIVE, EXTENDING <br />WEST GILHAM ROAD, 7b5 FEET AND THEN EXTENDING <br />345 FEET SOUTH AND 115 NORTH OF ELKHORN DRIVE ON <br />METOLIUS DRIVE, WOLF MEADOWS LANE AND POWDER <br />RIVER DRIVE (88.04) <br />BACKGROUND <br />This project was initiated by a petition from the developer, to construct streets and sewers <br />for a newly platted 30 lot subdivision (Lakeridge). The owner will bear 100% of the <br />improvement costs based on Eugene Code. <br />Based on the petition, the City Engineer initiated the project, as provided far in the <br />Eugene Code 7.160(8), on February 1b, 1988. Property owners were notified of the <br />pending award hearing 10 days prior to the hearing. The project was authorized for <br />construction by the City Council on May 23,1988. The low bid was submitted by Wildish <br />Corvallis Construction Company far amount of $148,061.00. <br />PROJECT <br />The project includes 28-foot paving, sanitary and storm sewers. <br />ASSESSMENT <br />Under City of Eugene assessment policy, most of the cost is assessed to the abutting <br />property owners. The developer has requested that the total assessment be divided <br />equally between the 30 lots. The cost per lot based on low bid was $6,614.93. The actual <br />final assessment cost per lot is $6,074.89, <br />The cost to be assessed to property owners are shown below: <br />2S-foat paving with storm drain $ 27.95/front foot <br />6" service line $351.86/each <br />8" sanitary lateral $ .19~square foot <br />The costs listed below are the Engineer's estimate and preliminary costs quoted to <br />property owners at the initial hearing following the bid opening. <br />FINDINGS AND RECOMMENDATIONS - 1 - <br />
