FINDINGS AND RECOMMENDATIONS <br />SUBJECT: PAVING ON 27TH AVENUE FROM UNTVERSITY TO <br />ELINOR STREET (CONTRACT #88-06) <br />BACKGROUND <br />This project was petitioned by a majority of the property owners abutting the alley named <br />above. The properties petitioning for the improvements will bear 75 percent of the <br />improvement costs, <br />Based on the petitions, the City Engineer initiated the project, as provided for in the <br />Eugene Code 7.164(8}, on January 21,1988, Property owners were notified of the pending <br />award hearing 10 days prior to the hearing. The project was authorized far construction <br />by the City Council on June 13, 1988. The low bid was submitted by Eugene Sand & <br />Gravel, Inc. for an amount of $29,372.70. <br />PROJECT <br />The project includes 24 and 28 foot paving, and incidental storm sewers, <br />ASSESSMENT <br />Under City of Eugene assessment policy, most of the cost is assessed to the abutting <br />property owners. The costs to be assessed are shown below; <br />24' paving $ 45.26/front foot <br />28' paving $ 52.541front foot <br />4" sidewalk $ 4.OOlsquare foot <br />5" apron $ 4.361square foot <br />The costs listed below are the Engineer's estimate and preliminary costs quoted to <br />property owners at the initial hearing following bid opening. <br />24' paving $ 46.64/front foot <br />28' paving $ 52.381front foot <br />4" sidewalk $ 4.5Dlsquare foot <br />5" apron $ 4.91/square foot <br />RECOMMENDATION <br />Costs are comparable to projects of similar size and are lower than preliminary costs <br />FINDINGS AND RECOMMENDATIONS - 1 - <br />. .~, ~ ~ ~~ <br />~ ~ ~ ~ .. <br />~ ,. ~. ~ { ~ <br />
