FINDINGS AND RECOMMENDATIONS <br />SUBJECT: PAVING ON 27TH AVENUE FROM UNTVERSITY TO <br />ELINOR STREET (CONTRACT #88-06) <br />BACKGROUND <br />This project was petitioned by a majority of the property owners abutting the alley named <br />above. The properties petitioning for the improvements will bear 75 percent of the <br />improvement costs, <br />Based on the petitions, the City Engineer initiated the project, as provided for in the <br />Eugene Code 7.164(8}, on January 21,1988, Property owners were notified of the pending <br />award hearing 10 days prior to the hearing. The project was authorized far construction <br />by the City Council on June 13, 1988. The low bid was submitted by Eugene Sand & <br />Gravel, Inc. for an amount of $29,372.70. <br />PROJECT <br />The project includes 24 and 28 foot paving, and incidental storm sewers, <br />ASSESSMENT <br />Under City of Eugene assessment policy, most of the cost is assessed to the abutting <br />property owners.
