FINDINGS AND RECOMMENDATIONS <br />SUBJECT: STORM SEWER EAST OF SPYGLASS DRIVE FROM SPYGLASS <br />COURT TO 150 FEET NORTH CONTRACT X88-14} <br />BACKGROUND <br />This project was petitioned by a majority of the property owners <br />abutting the storm sewer named above. The properties petitioning <br />for the improvements will bear 144 percent of the assessable <br />costs. <br />Based on the petitions, the City Engineer initiated the project, <br />as provided for in the Eugene Code 7.10(8), on June 24, 1988. <br />Property owners were notified of the pending award hearing 14 <br />days prior to the hearing. The project was authorized for <br />construction by the City Council on August 8, 19$$, The low bid <br />was submitted by Kenneth R. Bostick Construction Co,, for an <br />amount of $14,382.04, <br />PROJECT <br />The project includes 36" storm sewer, imported embankment and <br />crush rock material. <br />ASSESSMENT <br />Under City of Eugene assessment policy, most of the cost is <br />assessed to the abutting property owner (there is only one pro <br />perty owner for this project}. The costs to be assessed are: <br />$9,845.21 Property owner <br />$3,1$2.54 City cost <br />Costs listed below are the Engineer's estimate and preliminary <br />costs quoted to the property owner at the award hearing following <br />bid opening. <br />$14,900.04 Property owner <br />$ 3,470.40 City cost <br />FINDINGS AND RECOMMENDATIONS - 1 <br />
