10. The definition for “police employee” shall include the Police Chief by adding “including the <br />Chief who answers to the City Manager.” <br />11. The Police Auditor’s budget shall be sufficient to accomplish all of the duties and <br />responsibilities of the office including the sufficient and readily available funds to contract for <br />external investigations. <br />12. Update Section 2.456(2)(c)(d) for consistency with the Charter. <br />November 17, 2008 <br />Move/second: Pryor/Clark <br />In lieu of the public hearing scheduled for December 8, 2008, I move that the council create a <br />committee to review the issues raised by Councilor Bettman's November 10th motion, as well <br />as other issues that the committee members believe should be reviewed, and to report back to <br />the City Council by March 11 with recommendations on amendments to the police auditor <br />ordinance. The committee shall be composed of two members of the Civilian Review Board (to <br />be designated by the CRB), two members of the Police Commission (to be designated by the <br />Police Commission), two individuals designated by Citizens United for Better Policing, two <br />members of the Eugene Police Employees Association (designated by EPEA), the Police Auditor, <br />the Police Chief, the Mayor, two councilors appointed by the Mayor, and two community <br />members at-large appointed by the Mayor. <br />The following friendly amendments to the main motion were accepted: <br />The committee will first review the issues raised in Councilor Bettman’s November 10 <br />· <br />and November 17 motions; <br />Then other issues, if time permits, that the committee members believe should be <br />· <br />reviewed; <br />Obtain public input; <br />· <br />And report back to the council by March 11. <br />· <br />Items from failed November 17 motion that are identified in friendly amendment for <br />committee to address: <br />13.authority for the Police Auditor to determine final adjudication; <br />14.authority for the Police Auditor to recommend discipline; <br />15.subpoena power for the Civilian Review Board and Police Auditor; <br />16.the Police Auditor’s role in training of police employees; <br />17.the Civilian Review Board’s role in evaluating and overseeing the Police Auditor; and <br />18.authority for the Police Auditor to participate in hiring processes for EPD, including the <br />Chief of Police. <br /> <br />
