Her <br />comments are in CAPITALS: <br />PROPOSED REVISION; (5) <br /> The city manager shall include in his/her <br />recommended budget <br />an allocation sufficient for the operations of auditor and the <br />auditor’s office to carry out their duties and responsibilities under <br />the Eugene Charter of 2002 and the Eugene Code, including <br />sufficient funds to contract for external investigations. <br />RECOMMENDATION; [Amendment #11: “The Police Auditor’s budget shall <br />be sufficient to accomplish all of the duties and <br />responsibilities of the office including the sufficient <br />and readily available funds to contract for external <br />investigations.]” <br />AGAIN, THE LEGAL FIRM IS NOT CALLED OUT FOR THIS TREATMENT AND <br />THEIR BUDGET IS NOT NEGOTIABLE. <br />I ADVOCATE MY ORIGINAL LANGUAGE BECAUSE IT JUST SAYS THERE <br />WILL BE THE MONEY, AS OPPOSED TO THIS LANGUAGE WHICH <br />SAYS THE AUDITOR'S BUDGET SHALL BE PROPOSED - ONLY. THIS <br />REVISED LANGUAGE LEAVES THE FUNDING AS NEGOTIABLE, AND GIVES <br />THE CITY AN AVENUE TO RESTRAIN THE OFFICE THROUGH THE <br />BUDGET. <br />THAT AVENUE DOES NOT EXIST FOR FUNDING CONTRACTS OR FOR <br />THE CITY MANAGER'S LEGAL FIRM. <br />```````````````````````````````````````````````````````````````````````````````````````````````````````````` <br />````````````````````````````````````````````````````````` <br />PROPOSED REVISION, LAST SENTENCE; (6) The physical location of the <br />auditor’s office shall be separate <br />from the police department, but in close proximity so as to <br />facilitate a close working relationship with others involved in the <br />complaint investigation process, and easily accessible to the <br />public. The auditor shall have complete, unrestricted and direct <br />access to the internal affairs area during office hours. <br />RECOMMENDATION; [Amendment #5, first sentence: “The Police <br />auditor shall have complete, unrestricted, and direct <br />access to the necessary Eugene Police Department <br />offices; the same as Internal Affairs staff.” The second <br />sentence in Amendment #5 is covered below in <br />section 2.456(3).] <br /> <br />
