Subsequent to the council action, the request will be forwarded to the Lane County <br />Board of Commissioners to release jurisdiction to the City in accordance with the provisions of ORS <br />373.270. The City of Eugene Pubic Works Department is submitting this request as it relates to an <br />approved Capital Improvement Project (CIP) to upgrade and re-align Old Coburg Road from Chad <br />Drive to North Game Farm Road (“Chad Drive Extension Project”). <br /> <br /> <br />BACKGROUND <br /> <br />The City of Eugene and Lane County first entered into an Urban Transition Agreement (UTA) for <br />operational maintenance of roads within the City’s urban growth boundary on July 18, 1987. Since <br />1987, the UTA has been periodically reviewed and updated through Intergovernmental Agreements <br />(IGA). The purpose of the IGA is to increase efficiency in the provision of road maintenance services by <br />defining City and County road maintenance responsibilities by logical geographic boundaries rather than <br />jurisdictional boundaries. Each jurisdiction maintains roughly the same number of miles of road, some <br />within its jurisdictional boundary and some outside its jurisdictional boundary. The IGA also addresses <br />the transfer of jurisdiction of county roads that have been annexed to the city. The IGA stipulates that <br />the City will enact the necessary legislation (See Attachment A – Proposed Resolution) to transfer <br />jurisdiction of all county roads annexed by the City. <br /> <br />On February 23, 2009, the council approved annexation of the right-of-way and adjacent properties on <br />Old Coburg Road. <br /> <br />The Chad Drive Extension Project was identified in the FY08-FY13 Capital Improvement Program <br />(CIP) adopted by the council in March 12, 2007, and in the FY08 Capital Budget adopted June 11, 2007, <br />and the FY09 Capital Budget adopted June 9, 2008. The extension of Chad Drive and the improvement <br />of Old Coburg Road were identified in the Willakenzie Area Plan (adopted in 1992) and TransPlan. <br /> <br />The Chad Drive Extension Project will extend Chad Drive east to connect to Old Coburg Road and <br />upgrade Old Coburg Road to a major collector consistent with the Eugene Arterial and Collector Street <br />Plan, TransPlan and the Willakenzie Area Plan.
