<br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Appointment to Police Commission <br /> <br /> <br />Meeting Date: March 9, 2009 Agenda Item Number: 3D <br />Department: Central Services Staff Contact: Randi Zimmer <br />www.eugene-or.gov Contact Telephone Number: 682-5852 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This item is to appoint a member of the Police Commission to serve the unexpired term Chuck Hare. <br /> <br /> <br />BACKGROUND <br /> <br />Each year, the council makes appointments to boards, committees and commissions. The last major <br />recruitment and appointment process for the Police Commission concluded in October 2007. Chapter 2 <br />of the Eugene Code addresses standing committees to the City Council and the appointment process for <br />those. For most standing committees created in the Code, the council is the appointing authority. <br /> <br />Due to a resignation, one vacancy occurred on the Police Commission. Recruitment for this one <br />position yielded four applications. The Mayor nominates candidates and the council appoints members <br />to this commission. A subset of the Police Commission recommended two candidates to Mayor Piercy, <br />who then interviewed one candidate. <br /> <br /> <br />RELATED CITY POLICIES <br />The Eugene Police Commission is a 12-member citizen body that acts in an advisory capacity to the <br />City Council, Chief of Police and the City Manager on police policy and resource issues. The <br />commission was created by City Ordinance 20136 in December 1998. <br /> <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The City Council may: <br />1. Appoint the candidate nominated by the Mayor. <br />2. Appoint another candidate after reviewing the all of applications. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager has no recommendation on this item; the appointments are made by the council. <br /> <br /> <br /> <br /> Z:\CMO\2009 Council Agendas\M090309\S0903093D.doc <br />
