Ms. Taylor said it sounded like a property tax exemption was in order but she was troubled about the <br />retroactive nature of the bill. She asked if the bill was likely to pass. Ms. Wilson said the bill was <br />introduced to benefit a particular nonprofit in Florence but was not scheduled for a hearing. <br /> <br />The committee made no changes to the staff recommendation. <br /> <br />SB 192 <br /> <br />Ms. Wilson noted that the committee had previously addressed the bill and a glitch in the system caused it to <br />show up on the bill report again. <br /> <br />HB 2377 <br />SB 319 <br /> <br />Ms. Wilson said these bills would prohibit any person of any age from operating a mobile communication <br />device except under certain circumstances. Staff recommended a position of Priority 3, Oppose. <br /> <br />Mr. Cushman noted that SB 319 was essentially the same bill as HB 2377. Staff opposed the bill because it <br />did not exempt two-way radios. Ms. Taylor said she wondered why staff had not recommended a position of <br />Priority 3, Oppose unless amended. Mr. Poling wanted to support the bill with amendments. <br /> <br />Ms. Wilson recalled similar bills were introduced in the last session, and the City took a position of Oppose <br />unless amended. She said if the City chose to support the bill if amended, she would take a neutral position <br />until the bill was amended; if the City chose to oppose the bill unless amended, she would actively oppose it <br />until it was changed. <br /> <br />Mr. Cushman suggested the bill be amended to exclude two-way radios. <br /> <br />Ms. Taylor, seconded by Mr. Poling, moved to change the recommendation on HB 2377 <br />and SB 319 to Priority 2 Oppose unless amended to exclude two-way radios. <br /> <br />Mr. Jones shared the concerns of Public Works as they regarded the bill. <br /> <br />Ms. Wilson recalled that similar bills were amended to exclude two-way radios in the last session, but the <br />bills had not passed. <br /> <br /> The motion passed unanimously, 3:0. <br /> <br />SB 329 <br /> <br />Ms. Wilson said the bill would prohibit anyone from operating of a mobile communication device except <br />under certain circumstances, and allowed the suspension of a driver’s license for repeat offenses. Mr. <br />Cushman said staff believed that given that drivers were not suspended for worse violations argued against <br />the bill.
