<br />SB 5548 <br /> <br />Ms. Wilson reviewed the details of the bill, which established the operating budget for the Oregon <br />Department of Transportation (ODOT). Ms. Taylor noted that Mayor Piercy recommended the City <br />monitor the bill. Mr. Jones indicated support for that change. <br /> <br />Ms. Ortiz, seconded by Mr. Poling, moved to change the position of the bill to Monitor. <br />The motion passed unanimously, 3:0. <br /> <br />HB 2420 <br /> <br />Ms. Wilson reviewed the details of the bill, which would mandate cancer testing for fire fighters. She <br />recalled that a similar bill was introduced in 2007. She recommended the City monitor the bill, which was <br />sponsored by State representatives Shaffer and Nolan and was introduced at the request of the special <br />districts and Oregon State Fire Fighters Council. <br /> <br />Mr. Poling wanted to know more about the types of cancers involved. Ms. Wilson indicated she would <br />monitor the hearing and provide more information. She reviewed the list of cancers involved and noted there <br />must be clear and convincing evidence the cancer was caused by a fire fighters employment. <br /> <br />Ms. Ortiz, seconded by Mr. Poling, moved to take a position of Monitor on the bill. The <br />motion passed unanimously, 3:0. <br /> <br />Mr. Poling asked if there was consideration of adding police officers to the bills as they were exposed to <br />some of the same hazards as fire fighters. Ms. Wilson was not aware of any such discussion, adding that <br />the bill was part of a national push to provide such protections. <br /> <br />HB 2072 <br /> <br />Ms. Taylor noted that Mayor Piercy thought the entire council should discuss the bill, related to the fuel tax, <br />because it had many ramifications. Staff had recommended the City take a monitor position as it repre- <br />sented a significant change in the way the fuel tax was allocated. Ms. Wilson said the bill was not scheduled <br />for a hearing but staff would continue to monitor the bill and bring more information back. <br /> <br />HB 2755 <br /> <br />Ms. Wilson noted the bill called for an increase in the tobacco tax to support senior and disabled services. <br />She clarified that the bill in question was not the bill that Lane Transit District asked the City to support. <br />The increase that would be diverted would come from the cities’ share of the tax. <br /> <br />The committee indicated its agreement with the staff recommendation to oppose the bill. Ms. Wilson noted <br />that Mayor Piercy preferred to monitor the bill. <br /> <br />HB 2155 <br /> <br />Ms. Wilson said the bill was related to the removal of fill and modified the definition of intermittent stream. <br />Staff recommended support for the bill, but she believed it would have little impact on the City. <br /> <br /> <br /> <br />MINUTES—Council Committee on Intergovernmental Relations January 28, 2009 Page 4 <br />
