ORDINANCE N0. ~~~ <br />AN ORDINANCE CONCERNING LICENSING OF COMMERCIAL <br />SOLICITORS; AMENDING SECTIONS 3.010 AND 4.860 <br />OF THE EUGENE CODE, 1971; AND DECLARING AN EMER- <br />GENCY. <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. Section 3.41D of the Eugene Code, 1971, is hereby <br />amended by adding a new Note 21 thereto, to read and provide: <br />3.D1D <br />Nate 21. The commercial, solicitor's license may be <br />issued with conditions necessary to prohibit the vendor from <br />blocking or interfering with the flaw of vehicular and pedes- <br />trian traffic, from interfering with the tranquility of res i- <br />dential areas, or such other conditions necessary for the pro- <br />tection of the health, safety and welfare of the residents of <br />the city. The city manager is authorised to issue regulations <br />regarding the standards and process fox issuance, renewal and <br />revocation of a commercial solicitor's license. <br />Section 2. Subsection ~4} of Section 4.$64 of the Eugene Code, <br />1971, is hereby amended to read and provide: <br />4.86D Certain Activities an Streets and Sidewalks Prohibited. <br />~4} No person shall set up or operate a vehicle, <br />stand or place for the display or sa1,e of merchandise, or sell, <br />vend, or display for sale an article in the streets or on the <br />sidewalks or in doorways or stairways of business hawses, or in <br />any other place where such activity causes congregation and con-- <br />gestian of people or vehicles on the streets or sidewalks unless <br />such activity is first licensed by the city under provisions of <br />chapter 3 of this code. <br />Section 3. That the matters contained herein concern the public <br />welfare and safety and therefore, an emergency is hereby declared to <br />exist, and this Ordinance shall become effective immediately upon <br />its passage by the City Council and approval by the Mayor. <br />Passed by the City Council this <br />25th day of May, 19$3 <br />City ecorder <br />Approved by the Mayor this <br />of May, 1983 <br />Mayor <br />
