Charge to local improvement districts, engineering fees that closely <br />reflect average costs, and, <br /> <br />B. Provide a fair and equitable charge for services to property owners, <br /> <br />THE PUBLIC WORKS DIRECTOR FINDS THAT: <br /> <br />1. The amount currently charged for engineering services to local <br />improvement districts is not adequate to recover the actual costs <br />incurred. <br /> <br />2. A study and analysis of these fees has been completed. <br /> <br />3. An increase in the current charge rate needs to be implemented in <br />order that the City may recover, on current and new projects, an <br />amount that more closely reflects actual costs. <br /> <br />4. The analysis indicates that engineering costs over the past <br />three years have averaged 21.35% of project construction costs. <br /> <br />BASED ON THE ABOVE FINDINGS, THE PUBLIC WORKS DIRECTOR ORDERS THAT: <br /> <br />--Property owners in local improvement districts be assessed a charge <br />for engineering services at a rate of 21% of actual project construc- <br />tion costs. This rate will apply to all projects assessed after <br />June 1, 1990 until changed by administrative order. <br /> <br />In accordance with authority granted by Section 7.007 of the Eugene Code, <br />1971, this administrative order is issued and dated ~I'~s- , 19Qo . <br /> <br />(j/~~ <br />istine Andersen, Public Works Director <br />
