Unless otherwise provided in tentative <br />plan approval, vegetation, topography, and other natural features of areas <br />proposed for planned unit development shall remain substantially unaltered <br />pending final plan approval, <br />~~6} Com letion of re uired landsca in ~f required landscaping <br />cannot.be completed prior to occupancy, or as otherwise required as a condi- <br />tion of approval, the planning director may require the applicant to post a <br />performance bond of a sufficient amount and time to assure timely completion. <br />9.5~~ Tentative Plan Consideration. <br />~~} Pre-a licatian conference. Prior to filing an application for <br />tentative plan consideration, the applicant or coordinator may request a pre- <br />appl~cat~on conference to discuss the feasibility of the proposed planned <br />unit development and determine the processing requirements. <br />~2} Ap.pll,catio~. A tentative plan application and related infor- <br />mation as prescribed by the planning department shall be submitted by the <br />owner of the affected property, together with a fee set by the council. <br />~3} Pre-hearin conference with the rofessional coordinator. <br />Prior to preparation of staff notes, the planning department or coordinator <br />may request a meeting with interested agencies and departments to discuss <br />the proposal and, if possible, reach agreement and resolve concerns. <br />~4} Public hearing. Prior to approval, conditional approval, ar <br />denial of a tentative plan, the hearings official shall conduct a public <br />hearing an the application. Unless the applicant agrees to a longer period, <br />the hearing shall be held na later than 45 days after receipt of a com- <br />plete and accurate application. <br />~5} Notice of hearing. At least ten days before a tentative plan <br />public hearing, the planning department shall give notice of the pro oral and <br />p <br />the time, date, and place of the hearing by: <br />~a} Mailing written notice to owners and occupants of abutting <br />properties and properties adjacent to abutting properties. <br />Properties abutting the area of the application include those <br />separated from it by intervening streets or alleys; and <br />fib} Posting notice of the hearing in at least three locations <br />within 30D feet of the subject property. <br />~6} Decision. Unless the applicant agrees to a longer time period, <br />the hearings official shall approve, conditionally approve, ar deny a tenta- <br />t~ve plan appl~cat~on with findings and conclusions thereon, within ten days <br />of the public hearing. On the day the decision is rendered, the hearings <br />official shall mail a copy thereof to the applicant, coordinator, and parties <br />who have requested a copy. Decisions pertaining to a particular phase shall <br />include review and recognition of the entire development. Decisions in all <br />phases shall be based on the following criteria: <br />~a} The proposed development is consistent with related <br />policies and development standards in applicable, adapted neigh- <br />borhood refinement plans and special area studies. <br />fib} The proposed development is consistent with the Metro- <br />politan Area General Plan ~~} applicable land use references, <br />. ~~} text related to the development, and ~3} specific elements <br />related to the development. <br />. ~c} The proposed development's general design and character, <br />~nclud~ng but not limited to anticipated building locations, bulk <br />and height, location and distribution of recreation space, park- <br />ing, roads, access and other uses, will: <br />1.
