ORDINANCE NO. ~~~ <br />AN ORDINANCE CONCERNING PROHIBITED PARKING; <br />AMENDING SECTIQN 5,231 OF THE EUGENE CODE, <br />1971 AND DECLARING AN EMERGENCY. <br />THE CITY of EUGENE DOES ORDAIN AS FaL~oWS: <br />Section 1. Section 5.231 of the Eugene Code, 1971, is hereby <br />amended to read and provide: <br />5,231 Prohibited Parkin -~ Immobilization of Vehicles In- <br />volved. <br />~l} ~'or purposes of this section: <br />~a} Bail is outstanding if it is not posted <br />within the time specified by the citation that indi- <br />cates the amount of the bail, and remains outstanding <br />until entry of judgment in the judicial proceedings <br />based on the citation; and, <br />~.b} A fine is outstanding if overdue and unpaid <br />and remains outstanding until discharged by payment, <br />judicial action, or confinement in a jail or prison. <br />~2} No operator of a vehicle shall cause, and no <br />owner of a vehicle may allow the vehicle to be on: <br />~a} A public thoroughfare in the city, <br />fib} City property, <br />~c} Property occupied by the city, or <br />~.a} Property on which the city enforces park <br />ing regulations under contract, <br />if the vehicle has been involved in one or more parking viola- <br />tions under this code for which outstanding bail or a fine or <br />fines or both total $20 or more. <br />~,3 } A parking control officer of police officer of the <br />city who finds a vehicle so located that its operator or owner <br />or both are in violation of this section shall immobilize the <br />vehicle in accordance with section 5.700 of this code. <br />Section 2. That the matters contained herein concern the public <br />welfare and safety and therefore, an emergency is hereby declared to <br />exist, and this Ordinance shall become effective immediately upon <br />its passage by the City Council and approval by the Mayor. <br />Passed by the City Council this <br />23rd day of November, 1983 <br />~~ City Rec rder <br />Approved by the Mayor this <br />23rd day of November, 1983 <br />c, .~~~~ <br />Mayor <br />Ordinance. <br />
