Subparagraph fig} of Section 8.690 of the Eugene <br />Code, 1971, is hereby amended to read and provide: <br />8.694 <br />fig} Which consists of banners, flags, posters, <br />pennants, ribbons, streamers, strings of light bulbs, <br />spinners, or elements creating sound or smell which <br />are signs defined by tha.s code, except seasonal decora- <br />tions, community event signs, and conference and con- <br />vention signs as permitted by section S . 6 7a ~ f } , ~ i } , <br />~ j } , and ~k } of this co~,e . <br />Section 4. That the matters contained herein concern the <br />public welfare, and in order to insure the orderly implementation <br />of the procedures herein provided, an emergency is hereby declared <br />to exist, and this ordinance shall become effective immediately <br />upon its passage by the City Caunci~, and approval by the Mayor. <br />Passed by the City Council this <br />day of February, 1984 <br />IfCa,.~:~.
