ORDINANCE NO. ! ~ ~a 9 <br />AN ORDINANCE ADOPTING AMENDMENT5 To THE EUGENE~- <br />SPRINGFIELD METROPOLITAN AREA GENERAL PL,,AN; <br />AMENDING ORDINANCE No. 18927; AND DECLARING AN <br />EMERGENCY. <br />The City Council of the City of Eugene finds that: <br />1. The Eugene-Springfield Metropolitan Area General Plan <br />Metro Plan} was adopted by the Eugene City Council on July 28, <br />1980, and amendments thereto were subsequently adopted on February <br />8, 1982 by Eugene Ordinance No. 18927. <br />2. That part of the Metro Plan with the urban growth bound- <br />ary was acknowledged by the Land Conservation and Development Com- <br />mission LCDC} as consistent with statewide land use planning goals <br />in August, 1982. <br />3. Lane County is submitting for LCDC acknowledgment that <br />part of the Metro Plan outside of the urban growth boundary and <br />~~ithin the jurisdictional boundary of the Metro Plan area of influ- <br />ence}, As part of that acknowledgment request, Lane County seeks an <br />exception to statewide land use resource goals for areas which are <br />built-upon or committed to non-resource uses. <br />4. The City has previously agreed to exceptions for those <br />areas identified in the Metropolitan Plan Update Exceptions Work- <br />ing Paper of November, 1981 and set forth in Exhibit "A" to this <br />Ordinance. <br />5. Under the plan amendment procedure set forth in Chapter Iv <br />and Appendix A to the Metro Plan, Lane County has initiated plan <br />amendments for an additional three areas in the Metro Plan area of <br />influence, Those amendments have been referred to the City of Eugene <br />for review, comment, and adoption. The three additional areas are <br />described in Exhibit "A" to this Ordinance. <br />NOW, THEREFORE, based on the above findings, <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS. <br />Section 1. An exception under LCDC Goal 2 to LCDC Goals 3 and <br />4 for those properties described in Exhibit "A" to this ordinance is <br />adopted as an amendment to the Eugene-Springfield Metropolitan Area <br />General Plan, to the Plan diagram where applicable, and to the pro- <br />visions of City of Eugene ordinance Na. 18927 enacted February 8, <br />1982. <br />Section 2. The matters contained herein concern the public <br />welfare and safety. It is necessary for effective consideration <br />by the Land Conservation and Development Commission of the Lane <br />ordinance - 1 <br />
