Formulate proposals based on the recom- <br />mendations for the program direct~.on concerning <br />the appropriate structure of a permanent advisory <br />committee that would ha~re the responsibility far <br />future policy recommendations in the program areas; <br />3. Act as an ad~risory committee to the <br />Council with respect to the community development <br />and housing programs by: <br />a. Recommending new or amended program <br />policies it deems necessary, <br />b. Reviewing documents, reports, and <br />grant applications as required to fulfill <br />Federal grant program regulations, and <br />c. Such other housing and community <br />development activities as the Council may <br />direct. <br />B. Membership. The Cor~mittee shall consist of; <br />1. Two City Councilors, <br />2, one Planning Commission member, <br />~. Two members of the former Joint Housing <br />Committee .abolished herein} , <br />4. Two members of the former Community <br />Development Committee abolished herein}, <br />5. Cne member of the Downtown Commission, and <br />6. One neighborhood leader, <br />who shall be nominated by the Mayor and appointed by the Council. <br />In making the nominations and appointments, the Mayor and <br />Council shall consider applicable Federal regulations affecting <br />the programs over which the Committee shall have any respan- <br />sib.ility. <br />C. Term and Offices. The term of each member shall <br />commence an the .date of appointment and expire at the time <br />a permanent Committee is created and this interim committee <br />dissolved, unless earlier dissolved by the Council. The <br />Mayor shall appoint ane member to serve as Chairperson of <br />the Committee. <br />D. Procedures. The Comn~,ittee may adopt and alter rules <br />and/or bylaws governing its conduct and procedures, providing <br />they are consistent with state laws and applicable provisions <br />of City policies, Ordinances, and Charter, and sub'ect to <br />Council approval. <br />Section 5. That the matters contained herein affect the public <br />welfare, and in order to .insure continuity in the administration of <br />Ordinance - 2 <br />
