<br />1.2 The adoption, amendment, or repeal of any rules authorized <br />therein to be adopted, amended or repealed by the City Manager; <br /> <br />1.3 The adoption, amendment, or repeal of any fees or fee schedules <br />authorized therein to be adopted, amended or repealed by the City Manager; <br />and <br /> <br />1.4 The City Manager's decision making authority with respect to <br />appeals. <br /> <br />2.
