<br />ADMINISTRATIVE ORDER NO. 58-92-13 <br />of the City of Eugene <br /> <br />ESTABLISHING FEES FOR <br />METROPOLITAN WASTEWATER MANAGEMENT COMMISSION <br />FACILITIES EQUALIZATION CHARGE <br /> <br />The City Manager of the City of Eugene finds as follows: <br /> <br />A. Sections 2.020 and 7.710 of the Eugene Code, 1971, authorize the <br />City Manager to determine and set fees and charges to be imposed by the City <br />for services, goods, use of municipal property, licenses and permits, includ- <br />ing those set forth in the Methodologies; City of Eugene Systems Development <br />Charges, adopted by the Council on May 8, 1991, as amended (Methodologies). <br /> <br />B. In accordance with the procedures set forth therein, on June <br />12,1992, I notified the Mayor and City Council that I intended to revise the <br />Metropolitan Wastewater Management Commission (MWMC) Facilities Equalization <br />Charge, collected by the City as a Regional Sanitary Sewer Systems Development <br />Charge. The Notice was published in the Register-Guard on June 14, 1992; <br />posted at two locations at City Hall on June 12, 1992; and made available to <br />interested persons at the office of the City Manager. The Notice provided <br />that written comments would be received thereon for a period on 15 days from <br />the first date of posting. No written comments were received within the time <br />provided in the Notice. <br /> <br />C. I find that the MWMC Facilities Equalization Charges hereinafter set <br />forth are consistent with applicable policies and directives of the Council; <br />are consistent with the system development charge methodology adopted by the <br />City Council; and will impose an equitable share of the public cost of capital <br />improvements upon new development and new connections to the sanitary sewer <br />system. <br /> <br />On the basis of these findings I order that: <br /> <br />Section 4-2 of the Methodologies be amended in relation to the Metropol- <br />itan Wastewater Management Commission Facilities Equalization Fee as follows: <br /> <br />MWMC EQUALIZATION FEE COMPONENT <br /> <br />RESIDENTIAL: up to 2 Dwelling Units per Permit <br /> <br />Fee for Each Dwelling Unit <br />Administrative Charge: <br />MWMC Flat Fee per Permit <br />City of Eugene 5% of Fee <br /> <br />$218.00 Per Dwelling Unit <br /> <br />$10.00 Per Permit <br />$11.00 per Dwelling Unit <br /> <br />COMMERCIAL/INDUSTRIAL: all other development <br /> <br />New Development and Expansion of Existing Development: <br /> <br />Fee per Plumbing Fixture Unit <br /> <br />$13.625 <br />
