<br />. ll;'t,lU s~_q~..ZCL <br />......1.1 t .l: lLu..., · ,-,.-. <br /> <br />ADMINISTRATIVE ORDER <br />of the <br />Traffic Engineer of the City of Eugene <br /> <br />24TH AVENUE - INSTALLATION OF BIKE LANES <br /> <br />The Traffic Engineer of the City of Eugene finds that: <br /> <br />1. The Eugene Code, Section 5.040 provides that the City Manager (or designee) <br />shall exercise specific traffic duties by administrative action, including: the implementation <br />of ordinances, resolutions, and motions of the council and his or her own orders by <br />installing traffic control devices; and establishing, maintaining, removing or altering all <br />traffic control areas and traffic control devices; <br /> <br />2. The administrative action taken to provide for bike lanes on 24th Avenue, and <br />the resulting removal of on-street parking and other necessary changes to traffic controls, <br />is based on consideration of, and compliance with, the criteria set forth in Eugene Code, <br />Section 5.055; <br /> <br />3. The Eugene Bikeways Masterplan designates that 24th Avenue between Amazon <br />Parkway and Willamette Street shall have on-street bike lanes; <br /> <br />4. The project is consistent with the City Council's transportation goal of promoting <br />alternative modes of transportation and other adopted state and local plans and laws; <br /> <br />5. The proposed street design allows some on-street parking to remain along the <br />south side of 24th Avenue between Amazon Parkway and Willamette Street; <br /> <br />6. Providing a separate bicycle facility in this corridor will provide safer conditions <br />for bicycle travel and other travel modes on 24th Avenue. The final design is in <br />conformance with traffic engineering standards; and <br /> <br />7. The City provided a notice to owners\occupants of the proposed bike lane project <br />in May of 1 994, and received a small number of verbal comments from the affected <br />parties, primarily opposed to the loss of on-street parking. These concerns were <br />responded to directly by staff. <br /> <br />Now, Therefore, <br /> <br />Based upon the aforementioned findings, and pursuant to the authority provided in the <br />Eugene Code, the Traffic Engineer orders that: <br /> <br />1. Bike lanes shall be marked along both sides of 24th Avenue between Amazon <br />Parkway and Willamette Street; and <br />
