<br />S8-q~-D7 <br /> <br />Administrative Order <br />of the <br />Traffic Engineer of the City of Eugene, Oregon <br /> <br />Prohibiting Through Truck Movements and <br />Establishing Vehicle Use Restrictions <br />on Stewart Road <br /> <br />The Traffic Engineer of the City of Eugene finds that: <br /> <br />A. Section 5.040 of the Eugene Code provides that the City Manager or the <br />manager's designee shall exercise specific traffic duties by administrative action, <br />including: <br />~ Implementing ordinances, resolutions, and motions of the Council <br />and his or her own orders by installing traffic control devices; <br />~ Designating truck routes or streets where trucks are prohibited; and <br />~ Restricting the use of certain streets by any class or kind of vehicle <br />to protect the streets from damage. <br /> <br />B. On April 3, 1996, the City received a citizen request to prohibit through truck <br />traffic on Stewart Road. The request stated that trucks were contributing to the <br />deterioration of the unimproved section of the road, and were a nuisance and <br />hazard to residents; <br /> <br />C. Transportation Division files contain numerous complaints regarding truck traffic <br />on Stewart Road; <br /> <br />D. Stewart Road consists of two sections; an easterly section is .27 miles long, has <br />primarily residential frontage with an 18 foot wide unimproved asphalt mat <br />surface. The westerly section is .40 miles long, has primarily industrial frontage <br />and a 44 foot wide asphaltic-concrete surface. <br /> <br />E. In response to earlier concerns of residents, the speed zone on the easterly section <br />was lowered from Speed 40 to statutory Speed 25 on January 20, 1994. The <br />existing Speed 40 zone was retained on the westerly portion of the street. <br /> <br />F. Traffic volumes are similar on each section; Average Daily Traffic in September <br />1995 was 1,359 west of Bailey Hill Road and 1,564 east of Bertelsen Road. <br /> <br />G. There was one accident on the improved section of Stewart Road in 1994 and <br />none on the unimproved section. <br /> <br />H. On a scale of 0 to 100, the easterly section has a condition rating of 4. This means <br />that the road has completely failed and has exceeded its useful life. <br />
