<br />Administrative Order #58-96-08 <br />Administrative Order of the Public Works Executive Manager <br />Contract/Change Order Delegation of Authority <br /> <br />Under Administrative Order of the City Manager, the Public Works Executive Manager has the <br />delegated authority to execute contracts on behalf of the City Manager of Eugene in the amount <br />of $50,000 or less. This authority includes the execution of contract change orders which are <br />within budget contingency for that contract or project, and are within change order guidelines of <br />Public Contract Administrative Rules. <br /> <br />Based on the above, the Public Works Executive Manager orders that: <br /> <br />1. Public Works Division Managers shall be responsible to the Public Works Executive <br />Manager for: the initiation, content, award, obtaining of signatures, budgetary <br />encumbrance, consistency with local budget law, filing with the City Recorder, <br />administration, and compliance with applicable federal, state and local statutes and <br />policies for contracts which carry out the programs of their divisions. <br /> <br />2. All Public Works contracts shall be submitted to the Public Works Executive Manager <br />for execution. Contracts for amounts over $50,000 shall be initialed by the Public Works <br />Executive Manager and signed by the City Manager. <br /> <br />3. Any contract submitted to the Public Works Executive Manager for execution shall have <br />the initials of the Division Manager who recommends execution of the contract. <br /> <br />4. The City Engineer, Airport Manager, and Facilities Division Manager shall have the <br />authority to execute change orders for construction contracts which are within budget <br />contingency for that contract or project, and are within change order guidelines of the <br />Public Contract Administrative Rules. Any change order shall be consistent with <br />applicable provisions of the original contract.
