<br />:tf SB- '17 -OcJ <br /> <br />Administrative Order <br />of the <br />Traffic Engineer of the City of Eugene, Oregon <br /> <br />Establishing (2) temporary one-way eastbound travel lanes and a BUS ONLY lane <br />on West 10th Avenue between Lincoln and Charnelton Streets <br /> <br />The Traffic Engineer of the City Of Eugene, Oregon finds that: <br /> <br />A. The Eugene Code provides that the City Manager or the manager's designee shall <br />exercise specific traffic duties by administrative action, including: the implementation of <br />ordinances, resolutions, and motions of the Council and his or her own orders by <br />installing traffic control devices; designating the direction of traffic flow, establishing, <br />maintaining, removing or altering all traffic control areas and traffic control devices <br />including traffic control signals, signs, and pavement markings, and areas where drivers <br />of vehicles shall not make left turns; <br /> <br />B. The Lane Transit District is constructing their new Downtown Station on the block <br />bordered by Willamette and Olive Streets and West 10th and 11th Avenues. <br />Consequently, as of May 4, 1997, they will need to temporarily relocate their adjacent <br />bus stations to locations west of this site. The selected and approved temporary <br />individual station sites include the entire south side of West 1 Oth Avenue between <br />Lincoln and Charnelton Streets. These temporary traffic patterns are anticipated to <br />remain in effect until March, 1998. <br /> <br />C. In order to safely accommodate the new motor vehicle and public transit traffic as well as <br />the related pedestrian dynamics, the same traffic pattern must be established here as is <br />currently serving the existing sites. Two eastbound travel lanes and a south side BUS <br />ONL Y lane have proven to best serve this purpose under existing conditions. Conflicts <br />between buses and motorists and between motor vehicles and pedestrians is minimized <br />by this configuration. <br /> <br />Now, Therefore, <br /> <br />Based on the above findings, and pursuant to the authority contained in Eugene Code 5.040, the <br />Traffic Engineer of the City of Eugene orders that: <br /> <br />West 1 Oth Avenue between Lincoln and Charnelton Streets shall be regulated for two <br />temporary one-way eastbound travel lanes and one south side BUS ONLY lane. <br /> <br />Dated this In-I, Day of April, 1997 <br /> <br />
