The original <br />Conditional Use Permit was granted on February 5, 1985, by the Eugene Hearings Official <br />for an 8.5 acre public park within the Willamette Greenway and partially within an area <br />zoned R-2 Limited Multiple-Family Residential District. (please see file CU 85-23.) There <br />were no conditions attached to the approval. Since the 1985 approval, the R-2 portion of the <br />rose garden was rezoned to PL, Public Land District. Public parks are an outright use <br />permitted in the PL zoning district. The entire park is within the Willamette Greenway. <br />Therefore, this request is for a modification to the portion of the Conditional Use Permit <br />that addressed the Willamette Greenway criteria.
