<br />(~()py~ <br /> <br />Administrative Order No. 58-98-05 <br />of the <br />Traffic Engineer of the City of Eugene, Oregon <br /> <br />Parking Changes on Pearl Street between Broadway and 12th Avenue <br /> <br />.- - <br /> <br />The Traffic Engineer of the City of Eugene finds that: <br /> <br />A. The Eugene Code provides that the City Manager or the manager's designee shall <br />exercise specific traffic duties by administrative action, including: <br /> <br />~ Implementing ordinances, resolutions, and motions of the C9uncil <br />and his or her own orders by installing traffic control devices; <br />~ Altering traffic control areas and traffic control devices including; <br /> <br />· Traffic control signals, signs, and pavement markings, <br />· Traffic lanes, and <br />· Parking areas; <br /> <br />and <br /> <br />B. Retail space is available on the ground floor level of new parking garages at the <br />southwest and northwest comers of Pearl Street and 1 oth Avenue; and <br /> <br />C. No on-street parking is available immediately adjacent to the retail space referred to <br />in Finding B; and <br /> <br />D. Removal of one travel lane on Pearl Street between Broadway and 1 oth Avenue will <br />not adversely affect roadway capacity; and <br /> <br />E. Existing on-street parking on the east side of Pearl Street between 10th and 11 th <br />avenues is under-utilized; and <br /> <br />F. Businesses on the east side of Pearl Street between 10th and 11 th avenues have <br />adequate off-street parking. <br />
