<br />ADMINISTRATIVE ORDER NO. 53-~9 - 13 <br />of the <br />City Manager <br />City of Eugene, Oregon <br /> <br />Delegating Authority to Sign Permits and Other Documents Relating to the <br />City's National Pollution Discharge Elimination Permit (NPDES) to the <br />Executive Director of the City's Public Works Department. <br /> <br />The City Manager of the City of Eugene finds that: <br /> <br />A. Under the provisions of Chapter IV; Section 16 of the Eugene Charter of 1976, <br />the City Manager is designated as the administrative head of the City, and is specifically <br />authorized to appoint and remove all employees (except as otherwise provided in the Charter), <br />and to enforce all ordinances of the City. <br /> <br />B. In conformity therewith, the City Manager has previously entered into <br />applications for a National Pollution Discharge Elimination Permit (NPDES Permit). The <br />activities regulated by the NPDES Permit are administered by the City's Public Works <br />Department, and authority should therefore be delegated to the Executive Director of that <br />Department to carry out the City Manager's duties and responsibilities thereunder, including <br />the authority to sign NPDES Permit applications and monthly Discharge Monitoring Reports <br />on behalf of the City. <br /> <br />NOW; THEREFORE, <br /> <br />THE CIlY MANAGER OF THE CIlY OF EUGENE ORDERS AND DIRECTS THAT: <br /> <br />Based on the above findings, which are hereby adopted, <br /> <br />1. The authority to perform the duties and responsibilities of the City Manager <br />under the City's NPDES Permit, specifically including the authority to sign NPDES Permit <br />applications and monthly Discharge Monitoring Reports on behalf of the City is hereby <br />delegated to the Executive Director of the City's Public Works Department. <br /> <br />2. Upon finding it would be more efficient and in the public interest to do so, the <br />Executive Director of the Public Works Department is specifically authorized to in turn <br />delegate any of the duties or responsibilities delegated herein to such person or persons <br />qualified to perform the delegated duties. <br /> <br />Administrative Order - 1 <br /> <br />05/18/99 <br />r:\adminord\adm\cmopwk.wpd <br />
