The Director of Aviation for the City has advised <br />that proposals were solicited through advertisement in <br />major aviation ublicati three <br />p ons and two major newspapers for a full- <br />service fixed-base operator facility at Mahlon Sweet ` <br />F a.eld , <br />with the agreement to run until 1996 with an o tion <br />p to renew <br />the lease for an additional ten year period <br />C. Fifteen aviation related firms requested co ies of <br />the ro osal P <br />p p package, and two firms, H.M. Ruberg, present owner <br />of the McKenzie Flying Service facilities at Mahlon Sweet Field <br />and Oasis Petroleum Corporation of Culver Cit , Californian <br />submitted ro orals, y ' <br />P P <br />D. T he Director of Aviation has recommended that the <br />proposal submitted by H. M. Ruberg be accepted because of: <br />The results of current and prior dea~l~ings <br />between the C ~. ty and Mr . Ruberg and <br />between Mr . Ruberg and other public <br />and private agencies; <br />Mr . Ruberg' s experience and reputation <br />for performance of commercial aeronautical <br />activities of the type specified; <br />Mr . ,Ruberg's reputation for j udgment <br />and integrity; <br />Mr. Ruberg's financial standing and <br />responsibility; and <br />The extent to which his proposal met <br />the stated requirements and specifications. <br />NOW, THEREFORE, <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Ordinance - 1 <br />
