O12D I NANCE ATO . <br />AN ORDINANCE AUTHORIZING THE INSTITUTION <br />OF P ROCEEDINGS IN EMINENT DOMAIN FOR THE <br />ACQUISITION BY CONDEMNATION OF PROPERTY <br />INTERESTS ALONG ROOSEVELT BOULEVARD FROM <br />MAPLE STREET TO U.S. HIGHWAY 99 NORTH FOR <br />TH E PURPOSES OF STREET WIDENING; AND DE- <br />CLARING AN EMERGENCY. <br />The City Council of the City of Eugene finds that: <br />The City Council has authority under provisions of the <br />City Charter and applicable state law to institute roceedin s <br />p g <br />in eminent domain for the acquisition by condemnation of rivate <br />p <br />property for public purposes, including the widening of city <br />streets, <br />The City of Eugene is in the process of improving City <br />streets and widening intersections in order to facilitate the <br />safe and efficient movement of traffic. The volume of traffic <br />using Roosevelt Boulevard between Maple Street and U.S. Hi hwa <br />g Y <br />99 North creates a traffic hazard endangering persons and ro - <br />P p <br />erty, and it is necessary to improve the flow of traffic thereon <br />by widening Roosevelt Boulevard. <br />The proposed improvements are in compliance with and in <br />furtherance of the plans and specifications pre ared b the <br />p y <br />City Engineer in accordance with provisions of the Eu ene Cade <br />g , <br />1971 and applicable policies of the City of Eugene. <br />The casts of delaying the project, the savings from effi- <br />d ent construction management techniques, and the need to faci- <br />1 i tate the safe and efficient movement of traffic re uires the <br />q <br />1- Ordinance <br />
