Attachment F <br />Items for Council Discussion <br />Idea <br />JOB CREATION: Supporting existing business, retaining existing jobs, & creating new jobs <br />Increase Business Development Fund (BDF) capacity by directing some federal stimulus funds into BDF <br />Increase funds available for rehabilitation of private and non-profit affordable rental housing <br />support. <br />Use vacancies in City facilities as incubator sites for small businesses <br />ECONOMIC GROWTH: Next Eugene Economy <br />Provide enhanced supportive services for foreclosures, homelessness, & housing assistance <br />Ability to issue longer-term (e.g. 30-year) lease on City-owned properties <br />Invest in wetland property to create more land for mitigation <br />Sale of surplus City real estate for identified development projects <br />Design a coordinated investment strategy to promote transit in key corridors to support redevelopment (longer- <br />term focus but highly effective) <br />Extensions for Land Use applications <br />Look for opportunities to increase development at the airport <br />General code amendments - Could be part of overall land use code update package focused on local economic <br />growth <br />comprehensive parking strategy <br />opportunities & other economic development targets <br />functionally adequate <br />other areas <br />for LUBA ruling, take separate action to amend. <br />reviews time extensions (Type I) <br />offices that are vacated in R-3 or R-4 zone) <br />neighborhood areas (i.e. 19th/Agate, Cornucopia) <br />Buy local - favor local businesses and suppliers in purchasing, contracting and bid awards. <br />City could temporarily process Metro Plan/Refinement Plan amendments associated with projects that meet <br />specific economic development targets (instead of the applicant). <br />TARGET AREA: Downtown - Additional Job Creation & Economic Growth Strategies <br /> <br />
