<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Initiation of Infill Compatibility Standards and Opportunity Siting Code Amendments <br /> <br />Meeting Date: April 13, 2009 Agenda Item Number: 2F <br />Department: Planning and Development Staff Contact: Terri Harding <br />www.eugene-or.gov Contact Telephone Number: 541/682-5635 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />Staff requests City Council initiation of land use code amendments implementing task team <br />recommendations for the Infill Compatibility Standards (ICS) and Opportunity Siting (OS) projects. <br /> <br /> <br />BACKGROUND <br /> <br />The ICS and OS projects were initiated by City Council action in July 2006, when the council approved <br />the Planning Commission’s strategy for addressing infill standards and opportunity siting.The Task <br /> <br />Teams began meeting in November 2007, and have met monthly since then, studying the issues and <br />developing draft recommendations. Project updates were provided to the council at December 2008 <br />work sessions. The ICS Task Team passed a series of motions at their March meeting, including <br />requests for initiation of code amendments to begin implementing their recommendations. The OS Task <br />Team will make its recommendations to the Planning Commission in June. <br /> <br />The Task Teams will finish their work in July 2009. Final recommendations will be brought forward for <br />public hearings during the summer and fall, as necessary. <br /> <br /> <br />RELATED CITY POLICIES <br />? <br /> <br />The City Council has included infill standards and opportunity siting as priority items on the <br />Planning Division Work Program. <br />? <br /> <br />The Growth Management Policies, in particular 1, 2, 6, and 9, speak to issues of infill and <br />compatibility. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The council may opt to initiate ICS and OS code amendments or may take no action.
