<br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Interim Appointment to the Human Rights Commission <br /> <br /> <br />Meeting Date: April 13, 2009 Agenda Item Number: 2H <br />Department: City Managers Office Staff Contact: Holly LeMasurier <br />= <br />www.eugene-or.gov Contact Telephone Number: 682-5619 <br /> <br /> <br /> <br /> <br /> <br />AGENDA ITEM SUMMARY <br /> <br />The City Council is being asked to approve a motion to make an interim appointment to the Human <br />Rights Commission. <br /> <br /> <br />BACKGROUND <br /> <br />Each year, the City Council makes appointments to the Human Rights Commission during the <br />recruitment and appointment processes. If vacancies occur, the Eugene Code, 2.270 (2) requires the City <br />Council to . . . appoint within 90 days of the position becoming vacant a person to complete the <br />A <br />unexpired term from the membership of the commissions standing committees. In order to expedite <br />=@ <br />the appointment process, the City Council has, in the past, solicited recommendations for interim <br />appointments from the Human Rights Commission. <br /> <br />Other Background Information <br />The Human Rights Commission is seeking an interim appointment for the unexpired term of Paloma Reza <br />expiring on October 31, 2010. <br /> <br />The interim appointment process is different from that of the annual process in that the list of persons <br />who may be considered to fill unexpired terms is limited to persons currently serving on the standing <br />committees of the Human Rights Commission. The council still must make the appointments, but from a <br />shorter list of candidates. <br />All members of the Human Rights Commission standing committees were invited to apply for the current <br />vacant positions. Of these, one person indicated interest. The City Council may make its selection <br />without interviews based upon a review of applications and the Human Rights Commission <br />recommendation. Alternatively, the City Council may wish to interview the person who expressed an <br />interest in serving on the Commission. <br /> <br />The candidate is Ken Neubeck.
