Comments: <br />As introduced SB 883 would probably increase the success rate for collection of <br />delenquent property taxes. In addition it would be desirable to amend the bill to extend <br />the bill to apply to cities as well as counties and state agencies. This was prior to the economic stimulus appropriations, so the actual figure will <br />probably be closer to $1 billion, or $500 million a year. A half percent of $500 million <br />equals $2.5 million. <br />With that context, the direct benefits or costs to the City of Eugene are pretty minor. <br />There's the possibility that a worker trained on the job by the state could come to work for <br />Eugene or go to work for a company that gets a Eugene contract. At the same time, the <br />$2.5 million that would go for more on-the-job training would not be available for projects <br />and grants, including projects and grants for which Eugene might apply.
