<br /> <br /> <br />HB 2842: <br /> This bill would repeal Ballot Measure 57 (2008) and all related provisions. <br /> <br />Staff recommendation: Priority 2 Oppose <br />IGR Committee vote: Priority 2 Support (Councilor Taylor motioned, no second) <br /> <br />Councilor Taylor did not give a reason for her position. <br /> <br />HB 2875: <br />This bill would allow a taxpayer to elect to defer payment of increased property taxes <br />attributable to annexation of property by City. It would also allow for a deferral for 10-year period after <br /> <br />effective date of annexation and require payment of deferred property taxes if property is sold. <br /> <br />Staff recommendation: Priority 2 Oppose <br />IGR Committee vote: Priority 3 Support (Councilor Taylor motioned, no second) <br /> <br />Staff’s recommendation is consistent with the City’s Legislative Policies. Councilor Taylor felt that the <br />property owner should decide if they want or need the deferral. Councilor Ortiz felt that this bill does not <br />apply to Eugene since the City’s policy is that annexations only occur when requested. <br /> <br />HB 2961: <br />This bill would allow a municipality to impose local requirements for construction of new <br />structures that are more stringent than state building code. <br /> <br />Staff recommendation: Neutral <br />IGR Committee vote: Priority 3 Oppose (2/1, Councilors Poling, Ortiz / Councilor Taylor voting no) <br /> <br />Councilor Poling would rather oppose than remain neutral since he felt the state-wide building code <br />needed to remain consistent. He wanted to oppose it at a lower level than 3. Councilor Taylor wanted to <br />support the bill. <br /> <br />HB 2979: <br />This bill would require that places of public accommodation allow customer access to <br />employee toilet facilities if customer has certain medical conditions and would punish violations by a <br /> <br />maximum fine of $90. <br /> <br />Staff recommendation: Priority 3 Oppose <br />IGR Committee vote: Monitor (Councilor Ortiz motioned, no second) <br /> <br />Councilor Ortiz felt the bill should not be opposed, but that we should monitor it because Senator <br />Morrisette is sponsoring this bill. Councilor Taylor felt that not all facilities should be open to the public. <br />Councilor Poling agreed this bill should be opposed because of many issues. <br /> <br />HB 3031: <br />This bill would extend local government approval of residential development permits for two <br />years. <br /> <br />Staff recommendation: Neutral <br />IGR Committee vote: Priority 3 Support (Councilor Poling motioned, no second) <br /> Z:\CMO\2009 Council Agendas\M090413\S0904133.doc <br /> <br /> <br /> <br />
