A1 Support <br />Comments: <br />SB 624 would clear some challenges from a new private developments covenant, code <br />and restrictions for a resident owner from installing a renewable energy device. The bill <br />is not retro-active, which is more politically feasible; yet a more progressive policy would <br />be to expand the ruling to all homeowner associations (existing and future). There would <br />likely be more challenges to the bill, but it can be modified to address association and <br />owner concerns while addressing the ability for increased energy conservation and <br />renewable energy generation. While local governments can promote and enable <br />renewable energy devices, the City of Eugene has little control over CC & R's which <br />might otherwise prohibit their use. We are currently <br />reviewing options with the other local courts. A reasonable fee to provide this screening <br />is essential to help make the evaluation process more financially viable. <br />SB 0629 <br />Relating Clause: Relating to noxious weed control; declaring an emergency. <br />Title: <br />Requires State Department of Agriculture to establish program for issuing grants to <br />counties for noxious weed control.
