Bill is primarily aimed at the Portland Metro area. However, bill does provide greater <br />local control regarding city initiated annexations, enabling Eugene to determine the <br />appropriate direction based on city council policy. <br />HB 2872 <br />Relating Clause: Relating to the unlawful possession of a firearm. <br />Title: Increases punishment for second and subsequent convictions for unlawful possession of <br />firearm. Swenson EPD-ADM 3/11/2009 Pri 3 No No Support <br />Comments: <br />We support this bill, which would increase the class of crime for Unlawful Possession of a <br />Firearm to a Class C Felony (from a Class A Misdemeanor) if the person had been <br />previously convicted of the same offense. We believe that firearms offenses have a <br />direct relationship to public safety, and that if the person has previously been convicted of <br />this offense, s/he merits a more severe penalty for the second offense. This bill has <br />wording very similar to, and has essentially the same effect as, HB 2857. <br />HB 2875 <br />Relating Clause: Relating to annexation. <br />Title: Allows taxpayer to elect to defer payment of increased property taxes attributable to <br />annexation of property by city. Allows deferral for 10-year period after effective date of <br />annexation. A2 Oppose <br />Comments: <br />HB 2875 would affect the City's annexation policies. If fully funded by the state, the new <br />tax deferal program would not have a financial impact on the City of Eugene. However If <br />inadequate state funding occurs, the deferral program may have a negative financial <br />impact on the City. <br />It would allow any owner of recently-annexed property to defer city property taxes for up <br />to 10 years and the state would have a lien against the property. No hardship or income <br />test would be required to qualify for the deferral; anyone would be eligiable. After 10 <br />years, or when the property is sold, the deferred taxes plus interest would be payable to <br />the OR Dept. of Revenue. <br />When a property qualifies for the deferal program, the OR Dept. of Revenue would then <br />be required to pay an amount equivalent to the deferred taxes, less 3%, into county <br />revolving tax accounts. This state money would come from the existing Senior Property <br />Tax Deferral Revolving Account. However, no additional money is appropriated to this <br />account to cover the bill's financial impact. <br />HB 2881 <br />Relating Clause: Relating to medical marijuana. <br />Title: Establishes procedure for employment-related marijuana drug testing and review of <br />results by medical review officer. <br /> Requires attending physician who provides documentation for medical marijuana card to <br />perform in-person examination of patient. <br />7 <br /> <br />
