A Monitor Comments: This bill would mandate adults to register all of their bikes at the same $54 fee required of motorists but much higher than the $30 required of motorcyclists. I support the voluntary bicycle registration program run by the City of Eugene Police Department. Bicyclists with a $200 bike would pay the same fee as a motorist purchasing a $15,000 car and their impact to the wear and tear of the roadway is minimal as compared to car drivers. Every garage sale bike purchased by an adult would have to be registered and a transfer of ownership fee paid. A new administrative program would have to be established and a new law for the police to enforce. 18
