A new property tax exemption would be created <br />based on age and income, with the taxes otherwise lost to be paid by the state. In <br />addition local governments would be forbidden from piggybacking on the state sales tax <br />with a local sales tax. D5 Neutral <br />Comments: <br />State Statute allows local governments to establish rural reserves outside of UGB's to <br />serve as likely areas for future UGB expansions. This Bill would prohibit a County from <br />establishing a new minimum lot size on affected parcels, as a result of this rural reserve <br />designation. The purpose of this bill appears to be aimed at holding parcels harmless <br />from the act of this designation. This would not affect a city's ability to later apply new lot <br />standards if such parcels were ultimately included inside a UGB. Staff does not see this <br />having a direct impact to Eugene. <br />HB 3381 <br />Relating Clause: Relating to tax incentives for services as an emergency medical technician; prescribing <br />an effective date. <br />Title: <br /> Creates income tax credit or property tax exemption for emergency medical technicians <br />who provide volunteer services. Requires one-time election of credit or exemption by <br />emergency medical technicians.
