Resolution No. 4717 was also adopted on April 8, 2002, which adopted the SDC
Methodology attached as Exhibit A thereto. The Resolution also provided that future adjustments
to SDC rate factors and cost indices be accomplished by Administrative Order of the City Manager
pursuant to Section 2.020 of the Eugene Code, 1971. Both Ordinance No. 20248 and Resolution No.
4717 become effective on May 8,2002.

C. In accordance with the amendments indicated above, I issued Administrative Order
No. 58-02-12 and notified the Mayor and City Councilors that I intended to repeal Administrative
Order No.5 8-01-11- F and the SDC Methodology adopted therein upon the effective date of Council
Resolution No. 4717 adopting the SDC Methodologies.

D.
