<br />ADMINISTRATIVE ORDER NO. 53-92-21 <br />of the <br />City Manager <br />City of Eugene, Oregon <br /> <br />Delegating Environmental Review "Certifying Omcer" Functions <br />Under CDBG Programs to Development Department Director <br /> <br />The City Manager of the City of Eugene finds that: <br /> <br />A. Under the provisions of Chapter I~ Section 16 of the Eugene Charter of <br />1976, the City Manager is designated as the administrative head of the City, and therefore <br />the "responsible official" or "certifying officer" under 24 CPR S 58.13. <br /> <br />B. As a recipient of Federal funds, such as the Community Development Block <br />Grant, the City's "responsible official" is required to perform certain duties in connection <br />with environmental review procedures for projects as set forth in 24 CFR Part 58. It <br />would be more efficient and in the public interest to delegate those administrative duties. <br /> <br />C. Federal programs are administered by the City's Planning & Development <br />Department, and the City Manager's duties and responsibilities as "responsible official" or <br />"certifying officer" regarding environmental reviews thereunder should be delegated to the <br />Director of that Department. <br /> <br />D. The Director of the Planning & Development Department should also be <br />specifically authorized to delegate all or any of those environmental review duties or <br />responsibilities delegated herein upon a determination that it would be more efficient and <br />in the public interest to do so. <br /> <br />Now, Therefore, based on the above findings, which are hereby adopted, <br /> <br />THE CI1Y MANAGER OF THE CIlY OF EUGENE ORDERS AND DIRECfS <br />THAT: <br /> <br />1. The City Manager's duties and responsibilities as "responsible official" or <br />"certifying officer" regarding environmental review procedures for Federal Programs as set <br />forth in 24 CFR Part 58 are hereby delegated to the Director of the Planning & <br />Development Department of the City of Eugene. <br /> <br />2. The Director of the Planning & Development Department may in turn <br />delegate any of the duties or responsiblities delegated herein to such person or persons <br />considered qualified to perform the delegated duties upon finding it would be more <br /> <br />Administrative Order - 1 <br />
