<br />CI'IY OF EUGENE <br /> <br />Solid Waste & Recycling Collection license <br /> <br />Northwest Resource Recvclin2. Ine. <br /> <br />1. Northwest Resource Recycling, Inc. (Licensee) is authorized by this license to <br />collect industrial and commercial solid waste only within the City of Eugene, providing, the <br />solid waste is transported to a materials recovery facility at 1680 Irving Road, Eugene, <br />Oregon, all materials designated as principal recyclable materials for the Lane County <br />wasteshed are removed therefrom, the remaining solid waste is thereafter transported to a <br />Lane County landfill or waste transfer station, and this activity results in a significant <br />reduction in the waste load. <br /> <br />2. In addition to compliance with the specific terms imposed herein, Licensee <br />shall, throughout the license term, comply with all local and state land use, building code and <br />environmental law requirements and secure and provide City with proof of any permits or <br />licenses required thereby. A violation by Licensee of any of those requirements or laws shall <br />constitute a violation of this license. <br /> <br />3. Licensee shall be subject to and agrees to comply with the City's solid waste <br />and recycling collection Code and Rule provisions, specifically including the <br />minimum/maximum rate schedule and the requirement to provide financial records and tax <br />returns when requested to do so by the City for rate studies and license fee determination. <br /> <br />4. To substantiate the reduction in waste load, the Licensee shall submit to the <br />City, on a quarterly basis: <br /> <br />4.1 The total number of its accounts; <br /> <br />4.2 A breakdown of accounts by container size; <br /> <br />4.3 The total amount of material collected, by tons; <br /> <br />4.4 The total amount of solid waste disposed, by tons; <br /> <br />4.5 The total amount of recyclables recovered, by tons. <br /> <br />These items shall be verified by account records, weight slips and sales receipts. The <br />quarterly reports and verification shall be submitted three months from the date this license <br />is issued and every three months thereafter. A report thereof shall be delivered to the City <br />within 30 days of completion of each quarter. <br /> <br />5. In addition to the reports required under paragraph 4 above, six months from <br />the date this license is issued, and every six months thereafter, Licensee shall prepare an <br />analysis substantiating the reduction in waste load. A report thereof shall be delivered to <br /> <br />Exhibit A - License - 1 <br />
