<br />ADMINISTRATIVE ORDER NO. 53-93-2 4-F <br />of the <br />City Manager of the City of Eugene <br /> <br />ESTABLISHING LIMOUSINE REGISTRATION FEES <br />AND AMENDING THE PUBLIC PASSENGER VEHICLE FEE SCHEDULE <br />ADOPTED BY ADMINISTRATIVE ORDER NO. 53-93-19 <br /> <br />The City Manager of the City of Eugene finds as follows: <br /> <br />A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to <br />determine and set fees and charges to be imposed by the City for services, goods, use of <br />municipal property, and licenses and permits. <br /> <br />B. In accordance with the procedures set forth therein, on October 'Q, 1993 I <br />notified the Mayor and City Council and current public passenger vehicle and limousine <br />licensees that I intended to amend the fee schedule attached to Administrative Order No. <br />53-93-19, which established fees for administering public passenger vehicle applications, <br />licenses and certifications, to delete the licensing fees for limousines set forth therein, since <br />limousines are no longer subject to the City's business license regulations, and that I <br />intended to establish limousine registration fees as reflected in the Notice attached as Exhibit <br />A thereto. The Notice was also posted at two locations at City Hall on October 9, 1993, and <br />made available for inspection by interested persons at the offices of the City's Planning & <br />Development Department, Building & Permit Services Division, 244 East Broadway, Eugene, <br />Oregon 97401. The Notice provided that written comments would be received thereon for <br />a period of 15 days from the first date of posting. No responses were received within the <br />time or in the manner required by the notice. <br /> <br />C. I find that the limousine registration fee is consistent with applicable policies <br />and directives of the City Council, including policies developed through the Eugene <br />Decisions process, is calculated to recover the City's costs associated with processing <br />registration applications, and necessary in order to recover the costs of administering the <br />program from the beneficiaries of the services. I further find that the limousine licensing <br />fees should be deleted from the Public Passenger Fee Schedule adopted by Administrative <br />Order No. 53-93-19. <br /> <br />On the basis of these findings, I order that: <br /> <br />1. An annual registration fee of $40.00 is hereby established for limousine <br />companies. <br /> <br />2.
