<br />ADMINISTRATIVE ORDER NO. 56-93-07 <br />of the <br />City Manager of the City of Eugene <br /> <br />ESTABUSHlNG FEES FOR DEPARTMENT OF PUBUC SAFE1Y SERVICES <br /> <br />The City Manager of the City of Eugene finds as follows: <br /> <br />A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to <br />determine and set fees and charges to be imposed by the City for services, goods, use of <br />municipal property, and licenses and permits. <br /> <br />B. In accordance with the procedures set forth therein, on June 16, 1993 I <br />notified the Mayor and City Council that I intended to increase the fees established by <br />Administrative Order No. 56-92-02 on May 12, 1992 and by Administrative Order No. 56-92- <br />06 on July 16, 1992 for providing training instructor services to other public agencies for 9-1- <br />1 emergency telephone call-takers and police, fire and ambulance dispatchers; for providing <br />technician services to other public entities and private entities for testing, servicing and <br />repairing self-contained breathing apparatus and repair of fire hydrants for private property <br />owners; for providing police and fire life safety and protection services to other public and <br />private entities; and to delete the fees previously established for providing computer <br />programming and data analysis services and the fees charged for providing police and fire <br />report research and/or photocopied or microfilmed copies to the public, and the fee for fax <br />services, as those fees were to be established by an administrative order applicable city-wide, <br />all as set forth in the Notice of Intended Fees. The Notice was also posted at two locations <br />at City Hall on June 16, 1993, and made available for inspection by interested persons at the <br />office of the City Manager, City Hall, 777 Pearl Street, Eugene, Oregon 97401. The Notice <br />provided that written comments would be received thereon for a period of 15 days from the <br />date of posting. <br /> <br />C. No comments or responses were received within the time or in the manner <br />required by the Notice. <br /> <br />D. I find that the fees set forth in Exhibit A hereto are consistent with applicable <br />policies and directives of the City Council, including policies developed during the Eugene <br />Decisions process, are comparable to the fees established in other jurisdictions for providing <br />such services, are based on the City's personnel costs associated with providing these police <br />and fire life safety and protection services, and are necessary in order to recover the cost of <br />services from the direct beneficiaries of those services. <br /> <br />E. Establishment of the fees is in the public interest, and it is essential for the <br />FY94 City Budget that these rates be implemented without delay. <br /> <br />Administrative Order - 1 <br />
