ORDINANCE NO . ~ S ~I <br />AN ORDINANCE CONCERNING AIRPORT LIMOUSINE REGU- <br />LATIONS; AMENDING SECTZON~ 3,005 AND 3.010 of <br />THE EUGENE CODE, 19?l; ADDING A NEB SECTIQN <br />3.416 TO THAT CODE i . , <br />The City Council of the City o~ Eugene finds that: <br />Previously, all ground transportation services to and from <br />Mahlon Sweet Field were procurred by contracts with such providers <br />of service. Safety requirements and insurance coverage were re- <br />quired under the provisions of those ser~rice contracts. <br />In the interests of i~,creasing competition for such services <br />and with the goal of making such transportation services more readily <br />available to the public, the Airport Co~amission has recommended to <br />the City Council that such franchises be eliminated. <br />In order to insure that competitors for such services compete <br />on an equal footing, it is necessary to impose basic regulations <br />for safety and public health on, airport limousine service providers. <br />Now, therefore, based upon the abo~re findings, and therecom- <br />mendation of the Airport Commission, <br />THE CITY of EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. Section 3.005 of the Eugene Code, 1971, is hereby <br />amended by adding in alphabetical, order therein the following: <br />3.005 <br />Limousine. A motor vehic~,e having a seating <br />capacity of four or more passengers, exclusive of <br />the driver of the vehicle, h.~;red with a driver for <br />transporting passengers at a fixed rate and operat- <br />ing over fixed or predetermined routes at regular <br />times or upon request. <br />Section 2. Section 3.010 of the. Eugene Code, 1971, is hereby <br />amended by adding in alphabetical order therein the fallowing: <br />ordinance - 1 <br />
