ORDINANCE NO . 1~ q 0 y <br />AN ORDINANCE CONCERNING PUBLIC~MEETINGS; AMENDING <br />SECTIONS 2.001, 2.011, 2.399, AND 2.510 OF THE <br />EUGENE CODE, 1971; AND DECLARING AN EMERGENCY. <br />THE CITY OF EUGENE DQES ORDAIN A5 FOLLOWS: <br />Section 1. Subsections ~ l } , ~.2 } , and ~.3 } of . Section 2.0 0 7 <br />of the Eugene Code, 1971 are hereby amended, and new subsections <br />411}, X12}, and X13} are hereby added thereto, to read and provide: <br />2.007 City Council - Meetin s. <br />~1} Meetings of the council, shall be held on each <br />Wednesday starting at 12:00 noon and continuing until 1:30 <br />p,m., or such other times as may be designated by the city <br />manager, and evening meetings shall be held on the second <br />and fourth Monday of each month or, if those evenings fall <br />on a holiday, vn the immediately following evening, at the <br />location within the city's jurisdiction designated in the <br />notice of the meeting, except: <br />~a} Training sessions may be held outside the <br />city's jurisdiction so long as no deliberations to- <br />wards a decision are involved; <br />~.b} A joint meeting of the council and another <br />governing body shall be held within the geographic <br />boundaries over which the city or the other govern- <br />ing body has jurisdiction, or at the nearest practi- <br />cal .location; and <br />~.c} Meetings may be held in locations other <br />than described above in the event of an actual emer- <br />gency necessitating immediate action. <br />The first evening meeting each month is the regular meeting, <br />to be adjourned at the conclusion thereof to the next weekly <br />meeting or evening meeting, as the case may be. In this sub- <br />section the word "hol,iday°` means a day designated as a holi- <br />day by an officer or agency of the United States, the state, <br />or the city that is authorized by law to designate holidays. <br />~2} The mayor may, or at the request of three counci- <br />lors, shall, call a special meeting of the council. <br />~3} All meetings of the council, or the boards, com- <br />mittees, commissions and subcommittees of the city shall be <br />open to the public, and all persons shall be permitted to <br />attend such meetings, except as provided in section 2.011 for <br />executive sessions, and subject to the provisions of section <br />2.015. The council or respective board, committee, com- <br />mission or subcommittee shall provide for and give public <br />notice, reasonably calculated to give actual notice to inter~- <br />Ordinance - 1 <br />
