18910 <br />2.139 CETA Eugene Private Industr Council - Membership, <br />Term of Office . <br />~l} The CETA Eugene private industry council shall <br />consist of 27 members nominated by the mayor and appointed by <br />the city council. The members shall include two city coun- <br />cilors and a person representing each of the following: <br />~a} A youth serving community board organiza- <br />tion; <br />fib} The Oregon Employment Service; <br />~c} A veterans organization; <br />4_d} A post secondary vocational education <br />institution; <br />~.e} A local education vocational advisory <br />council; <br />~f} The Oregon State Adult and Family Ser- <br />vices Division; <br />~_g} An apprenticeship labor union trade} ; <br />~.h} Workers not represented by organized labor; <br />~.i } CETA eligible youth ~:2 } ; <br />~~} An economic development agency; <br />~.k } A minor i ty business ; <br />~l} Handicapped individuals; and <br />gym} Other business ~l2 members} . <br />~.2} Except as provided herein for initial members, the <br />term of office for each member shall be for four years. The <br />term of off ice of initial members shall be: <br />~.a} Nine members shah, be appointed to serve <br />a four-year term, <br />fib} Nine members shall be appointed to serve <br />a three-year term, and <br />~.c} Nine members shall be appointed to serve <br />a two-year term. <br />~ 3 ~ Vacancies in office shah, be filled in the same <br />manner as original appointments. <br />~ 4 } A member may be removed from office by an of f Irma-~ <br />tive vote of the city council at any time prior to the expira- <br />tion of his or her term, <br />Section 5. Section 2.141 of the Eugene Code, 1971, is hereby <br />amended to read and provide: <br />2.141 CETA Eugene Private Industry Council - Officers, Meet- <br />ings, Rules, and Procedures. The initial members of <br />the CETA Eugene private industry council shall adopt bylaws <br />that provide for the method of appointment of officers, the <br />frequency of~meetings, attendance requirements, the formation <br />of subcommittees, and rules of procedure necessary for the <br />conduct of its business. The bylaws and rules shall be con- <br />sistent with state law, the city charter and code, and appli- <br />cable CETA rules and regulations. The bylaws and rules shall <br />be submitted to the city council and become effective upon <br />council approval thereof. <br />Ordinance - 2 <br />
