QRDINANCE N0. 18919 <br />AN ORDINANCE CONCERNING ZONING REGULATIONS, <br />AMENDING SECTIONS 9.254 AND 9.724 OF THE EUGENE <br />CODE, 1971; AND DECLARING AN EMERGENCY. <br />THE CITY OF EUGENE DQES ORDAIN AS Fo~,LOWS: <br />Section 1. The definition of Controlled income and rent hous- <br />ing as contained in Section 9.254 of the Eugene Code, 1971, is here- <br />by amended to read and provide as follows: <br />9.254 <br />Controlled income and rent housing. A housing <br />project sponsored by a public agency, a non-profit <br />housing sponsor, a developer, a combination of the <br />foregoing, or other alternatives as provided for in <br />the Oregon Revised Statutes or Federal Statutes for <br />the purpose of undertaking, constructing, or operat- <br />ing a•controlled income and rent housing project. <br />Section 2. Section 9.724 of the Eugene Cade, 1971, is hereby <br />amended to read and provide as follo~as: <br />9.724 Conditional Use Permits for Controlled Income and Rent <br />Housin . <br />~1} Purr ose. This classification of conditional use <br />is provided in order to encourage the construction of more <br />housing for families and individuals who cannot get decent, <br />safe, and sanitary shelter in the open market for 25 percent <br />of gross family income. The need to make special provision <br />for low and moderate income housing has been recognized by the <br />city in the following policy documents: <br />{a~ Eugene's Community Goals and Policies <br />states that the city should be receptive to special- <br />ized housing needs and adopt zoning in recognition <br />of those needs. <br />~b~ The Cit 's Housing Polic Resolution re- <br />affirms the city's concern for the provision and <br />dispersal of low and moderate income housing and <br />states that: lrThe city should continue to cooperate <br />with sponsors of local, state or federally subsid- <br />ized housing as provided by CRS 456.355 to 456.370 <br />inclusive, which allows cities and counties to sub- <br />sidize land and public improvements to assist spon- <br />sors in meeting housing needs .' <br />~c7 The Metropolitan Area General Plan includes <br />a specific finding relative to the problem of main- <br />taining an adequate supply of housing for law- and <br />Ordinance - l <br />
