! ~ l ORDINANCE NO.~_ AN ORDINANCE CONCERNING THE WILLAMETTE GREENWAY; AMENDING THE zONING MAP OF THE CITY OF EUGENE; AND DECLARING AN EMERGENCY. The City Council of the City of Eugene finds that: The compliance requirements adopted by the Land Conservation and Development Commission LCDC) on August 24, 1981 with respect to the City's comprehensive planning program necessitate changes in certain provisions of the City's zoning ordinance, including an accurate reflection of the LCDC approved Willamette Greenway boundary on the City's zoning map. In order to achieve LCDC plan acknowledgment it is necessary to implement the required changes, and the Planning Commission at its January ll, 1982 meeting recommended that the LCDC approved Willamette Greenway boundary be included and incorporated on the City's zoning map. Now, therefore, based upon the Planning Department staff notes and the Planning Commission minutes of January ll, 1982, the hearing before the Planning Commission and this Council, and the documents, evidence and testimony presented, THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. Based upon the above findings, which are incorpor- ated herein, and upon the findings and reasons therefor set forth in the Planning Department staff notes and Planning Commission min- utes of January 11, 1982, which the Council specifically adopts herein as additional findings, the zoning map of the City of Eugene is hereby amended by noting thereon the Willamette Greenway boundary as adopted by the State of Oregon Department of Transportation and approved by the Land Conservation & Development Commission, as de- picted on Exhibit "A" attached hereto and incorporated herein by reference. Section 2. The Director of the City's Planning Department is directed to effect such amendment and to cause notice thereof to be provided to appropriate agencies and entities. Section 3. That the matters contained herein concern the public welfare and safety and therefore, an emergency is hereby declared to exist, and this Ordinance shall become effective immedi- ately upon its passage by the City Council and approval by the Mayor. ,Passed by the City Council this Approved by the Mayor this day of , 19$2 day of 1982 G%l~ts'~ ~~l/ ~.
